This report presents the methodology and results of a strategic assessment of the effects of the proposed upgrading of the Pacific Highway between Hexham, near Newcastle, and the Queensland border. Its preparation has involved contributions from Local Government, community groups, the Federal Department of Transport and Regional Services and a range of NSW Government agencies.
