The major objective of SATS is to determine the transportation needs of the Sydney region through to the year 2000, propose a series of alternatives to meet those needs, evaluate the costs and benefits of each and recommend transportation systems which will effectively serve the Sydney region. The recommended systems must be operational and effective, financially feasible and environmentally sensitive and compatible with the ultimate development of the region.
