This report contains the findings of the DMR's examination and consideration of all relevant documentation. It is an independent evaluation of the issues and has been prepared by an assessment team led by an independent environmental consultant. It provides an assessment of the potential environmental impacts of the proposal, an evaluation of the appropriateness and effectiveness of applying measures to reduce or eliminate adverse effects, and concludes with an assessment of whether the project is justified under the terms of the EPA Act.
